Shield was created and awarded in commemoration of the 1989 soldiers ‘mothers’ reunion in the Ukrainian city of Kirovohrad. The organization was established to protect the interests of the (retired) soldiers. This reunion was most likely one of the last nationwide reunions. Still in the time of the Soviet Union as a state. The country disintegrated a few years later. Soldiers ‘mothers’ organizations still exist, but now all exist separately per former republic.
