The pin is issued is 1981. There is also a gold version of this pin. The text is not very clear but it probably has got something to do with the 3rd. congress of sef government.
The figure is probably Sergej Kraigher (1914-2001) when he served Yugoslavia as president in 1981 and 1982 after Josip Tito’s death.
Like Josip Tito, Sergej was a member of the partisans in World War II.
